The Mice in Council

The Mice were tired of being hunted by the Cat. They held a meeting to solve the problem.

One Mouse said, “Let’s tie a bell to the Cat’s neck, so we’ll always hear it coming.”

Everyone agreed—it was a great idea.

But then someone asked, “Who will tie the bell on the Cat?”

No one volunteered.

Moral: It’s easy to suggest bold plans, but hard to carry them out.
